Mitchell regrets he will be unable to attend the Winter testimonial, but he expresses his congratulations and declares "no American has done more than [Winter]...to encourage among our people the study of Shakespeare's works and to keep alive a genuinely high ideal in the presentation of his plays." Letter typed on letterhead of the City of New York, Office of the Mayor. With envelope addressed to Winter at the Century Theatre, New York City.
